Economic Cooperation and Private Sector Development

The overall purpose of the post

The project “Innovation and Training Park (ITP) Prizren” works on the transformation of the former military camp of the NATO-led peacekeeping Kosovo Force (KFOR) in Prizren into the home of innovation, science and education (ITP Prizren).

From within the ITP, its “Digital Transformation Center” (Digital Transformation Center – ITP) is designed to become the one-stop-shop for digital ecosystem development – a consortium of leading entities from private, public, civil society and academia sides joining forces to boost digital transformation in Kosovo`s economy. The establishment of the center was initiated and is further supported and coordinated by the GIZ, with funding from the German Federal Ministry of Economic Cooperation and Development is dedicated (BMZ) and the European Union.

The center’s portfolio of offerings covers the fields of Science and Education, Technology for Business and Digital Entrepreneurship as well as Ecosystem Development. It`s a complementary set of services is to be jointly offered by its Members and Partners. The establishment of the center and development of its service portfolio are happening as this call is open. Its actual implementation and continuous development will start soon.

In this exciting time to join the initiative, the Digital Transformation Center project and the whole ITP team are looking for an advisor – or more precisely a “coordinator” – to lead the center`s development and ensure its coordinated implementation and success.

Main tasks and responsibilities

The Advisor will coordinate the activities of the ITP´s Digital Transformation Center consortium. The advisor will start as a counterpart of the project leader and gradually take over responsibilities in the coordination and development of the Digital Transformation Center consortium and overall alignment and management of the consortium activities on behalf of the ITP Prizren as well as representing the center to its stakeholders. After being fully integrated, the Advisor will be responsible for:

  • Developing ownership for the overall concept of the center, its value proposition and offering; taking it from its project to its implementation phase
  • Coordinating the consortium members and partners, the exchanges and decision-making processes, joined activities and service delivery
  • Taking ownership of the improvement and coordinated implementation of the consortium`s annual business and work plans
  • Coordinating and taking an active part in the consortium`s committees to decide on new or the replacement of members and partners in the consortium, changes in direction or other major decisions
  • Pro-actively identifying opportunities and initiating, coordinating and contributing to the further development of the center`s service portfolio
  • Leading the coordinated acquisition process for new funding by coordinating the available resources and subject matter experts of the center
  • Ensuring consistent and engaging communication (website, social media, events,..) of the center and its offering by coordinating the available resources and subject matter experts of the center
  • Representing the center towards clients, potential supporters or implementation partners and other stakeholders; further builds the network and initiates strategic partnerships, including the participation and organisation of national and international gatherings and events

Required qualifications, competencies and experience

Qualification

  • University degree in a relevant field (Economics, Business Administration, Digital Business, Computer Science, Natural or Social Sciences or similar)

Professional experience

  • At least 7 years of professional experience in a relevant position
  • Experience in coordination of diverse stakeholder groups and management tasks within complex team structures; preferably in clusters, networks or similar groups
  • Experience with private sector development; preferably in relation to innovation, digitalisation and entrepreneurship
  • Experience in the field of digital transformation of traditional businesses, especially of micro and small size (e.g. enterprise software development or implementation, digital business models, etc.)
  • Knowledge about applied research and technology transfer by and through universities in cooperation with and to the private sector

Other knowledge, additional competences

  • A proactive approach, thinking outside the box, flexibility and self-motivation and self-responsibility are of the highest relevance for this position
  • Knowledge in the fields of innovation, digital trends and their potential for economic development, business advisory and (tech-)entrepreneurship
  • Strong interpersonal, analytical and organizational/managerial skills
  • Strong communication and sales skills
  • Familiarity with relevant stakeholders in the field of private sector development and digital transformation in Kosovo or preferably also in the region
  • Excellent knowledge of one of the local languages (Albanian or Serbian) and English
