Finance and Administrative Manager

The overall purpose of the post

Strongly interlinked with the Digital Transformation Center (Digital Transformation Center – ITP as an integral part of the Innovation and Training Park (ITP) Prizren the component “Digitalisation of Micro and Small businesses to increase their resilience in the crisis” jointly financed by the German Federal Ministry of Economic Cooperation and Development (BMZ) and the European Union (EU) is designed along four intervention areas to support the further development of Kosovo businesses and increase their resilience and agility through the process of digitalisation and digital transformation. First, it will realise trainings and re-trainings on IT and digital skills for either persons who are unemployed as a consequence of the COVID-19 crisis or ones employed with micro, small and medium sized enterprises (MSEs) with a need for upskilling, especially focused on youth and women. Moreover, the component will support non-ICT MSEs (preferred to be owned or led by women) on traditional business models to develop and implement digital strategies. It will further work on an enhancement of the capacities of the Kosovo Research and Education Network (KREN) for e-learning activities among primarily the private sector, especially MSEs, as well as capacity building measures with perspective to the sustainable usage of the KREN in terms of e-learning and beyond. Lastly, the component will promote and implement activities in the field of applied research by local universities and research institutions in collaboration with Kosovo’s private sector, as well as technology transfer.

The Finance and Administrative Manager will be in charge to ensure an efficient and smooth day-to-day administrative and financial management of the component.

Main task and responsibilities

The Finance and Administrative Manager will perform the following main tasks and responsibilities:

Financial Tasks

• Manages all cash and bank payments and registers them in WINPACCS Cash/BankBook
• Prepares invoices and receipts for monthly closings
• Monitors the financial spending of the component against is budget and helps to prepare financial reports for the component under GIZ and EU requirements.

Administrative Tasks

• Ensures local and international contracting, contract management and monitoring under the component in line with GIZ’s processes and rules (P+R)
• Ensures the preparation and management of any financing (local subsidies, grants, etc.) under the component in line with P+R
• Prepares and carries out procurement under the component in accordance with guidelines, including registration within GIZ and handing over procedures of supplies to partner institutions
• Ensures the completeness and update of the inventory list (OnSite Asset)
• Keeps monitoring list for e.g., service contracts, financing agreements etc.
• Files the documents in reference files in line with GIZ’s filing rules
• Files the documents in the DMS and takes care of their updating and maintenance.

Other task

• Supports with perspective to activities related to an access of direct beneficiaries of the component to funding programmes in the field of research and innovation (e.g. Horizon 2020 / Horizon Europe) upon request
• Supports administrative, organisational and logistical aspects of activities
• Supports the preparation of study tours, workshops and events in Kosovo and beyond
• Supports with the travel costs reimbursement, participant registration, logistical issues, etc. of activities
• Organises the travelling and accommodation of component staff and incoming international experts upon request
• Takes meeting minutes during the component’s formal and working meetings upon request
• Assists in the translation of documents and interpreting at meetings and events etc.
• Takes on any other office management tasks.

The main tasks and responsibilities above are indicative and may be modified according to the needs of the component.

Required qualifications, competences and experience

Qualifications

• University Degree in Business Administration, Finance, Accounting, Management or any related field.

Professional experience

• Minimum 5 years of professional experience in administration, finance and/or related fields.

Other knowledge, additional competences

• Proficient knowledge of Microsoft Office and accounting software (e.g. SAP)

• Excellent knowledge of English; German is an added value

• Work experience with an international development agency like GIZ or NGO is an asset;
• Experience in EU projects is an asset
• Well organized and solution-oriented
• Good communication and cooperation skills
• Excellent interpersonal skills.
