Advisor – Migration Policy Advice / Migration Governance

Main tasks and responsibilities

The advisor is responsible for:

  • Supporting the strategic set-up of the PMD (Programme Migration and Diaspora) component of migration governance in close coordination with the PMD team Kosovo and the PMD team in HQ
  • Establishing and strengthening of strategic partnerships with relevant political and operational partners of PMD
  • Supporting the Government counterparts with regard to capacity building on migration / reintegration governance and development issues
  • Designing migration governance / policy advice services based on needs analysis of the target group and assure their implementation and reporting
  • Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Innovation and knowledge management

The advisor performs the following tasks:

  • Supports the design and implementation of services to the political partners of the programme based on profound need analysis
  • Monitors the development and implementation of migration governance/policy plans and activities in close consultation with counterparts
  • Supports the processes, joint project activities and work at the local/national and regional level
  • Designs, prepares and supervises the implementation of migration governance/policy workshops, seminars and other events for relevant stakeholders together with external experts
  • Organization of policy dialogue on migration development issues with the government, donors, civil society, private sector and contributions to development of policies
  • Coordinating innovation, knowledge and quality-management of the programme.

Networking and cooperation

The advisor

  • regular contact and dialogue with partners, assists with PR (public relation) work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • networking and cooperation with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives.

Knowledge management

The advisor

  • ensures knowledge transfer to stakeholders and other project members 
  • develops ready-to-use strategies and concepts, including guidelines, manuals and procedures
  • draws up reports and presentation documents
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the line manager and GIZ

Required qualifications, competences and experience


  • Masters/MSc in an area that is related to the project objectives, with a focus on a relevant field

Professional experience

  • At least 5 years’ professional experience in a comparable position

Other knowledge, additional competences

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of the English and/or German language
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
