Coordinator – Migration and Diaspora

Main tasks and responsibilities


The “migration and diaspora” coordinator is responsible for:


  • Independently and strategically managing the activities of the global Programme Migration and Diaspora (PMD) in Kosovo in accordance with the commission, project goals and activities in clearance with the superior
  • Agreeing and coordinating activities with the management of PMD responsible for the commission as well as with the partner institutions in Kosovo and – if required – in the Western Balkans region (in close cooperation and coordination with the Migration Advising Centers (MAC) in the region), ensuring a common understanding of the German client’s request and the local partners’ interests
  • Supervising the members of the “migration and diaspora” team of the Migration Advising Centers (MAC)
  • Carries out the annual staff assessment and development talk for staff members who report to him/her
  • Technical management of experts in the field of “migration and diaspora”
  • Supports the process of strategic programme development of PMD including the management of interfaces (Schnittstellen) to other programmes
  • Responsible for project planning for the components and develops project concepts and strategies, ensures implementation
  • Uses GIZ’s Capacity Works to manage the components
  • Coordinates and prioritises relevant project activities at local/national and regional level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities
  • Manages and monitors the PMD budget of the different components in consultation with the officer responsible for the contract and cooperation
  • Reports directly to the head of MAC Kosovo, in the absence of the head of the MAC Kosovo, acts as a deputy and undertakes appropriate measures to secure operation of the MAC Kosovo
  • Supports in identifying potential new partners of PMD based on the strategic set-up
  • Advises PMD-partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input
  • Monitors the development and implementation of PMD plans and activities in close consultation with counterparts
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the PMD’s area of activity
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • Monitors progress and the activities of components, review reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the manager/management


Networking and cooperation

  • Ensures cooperation, regular contact and dialogue with partners
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of PMD
  • Travels (abroad) in the region regularly, in accordance with PMD requirements
  • Close cooperation with PME coordinator in identifying and aligning synergies in target groups and services (where applicable)


Knowledge management

  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Draws up reports and presentation documents
  • Formulates appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the manager, GIZ country office and GIZ headquarter
  • Assists with research activities and studies on political issues which benefit joint programmes


Other duties/additional tasks

  • Performs other duties and tasks at the request by management


Required qualifications, competences and experience


  • Masters in an area that is related to the project/programme objectives, with a focus on a relevant field


Professional experience

  • At least 5 years’ professional experience in a comparable position


Other knowledge, additional competences

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • A proven track record in a managerial position
  • Fluent written and oral knowledge of the German and or English language
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management


Location: GIZ Office, Pristina.
