Junior Project Advisor


Youth Employment and Promotion

with a special focus on Monitoring & Evaluation


Main responsibilities


The junior advisor is:


  • providing support to the component leader and other experts in the implementation of technical tasks
  • providing support to the programme director in coordinating and managing project activities
  • carrying out specific research tasks which are required for planning the implementation of projects or programmes
  • carrying out specific tasks in connection with knowledge management for the project
  • supporting monitoring and evaluation activities of all project activities and ensures its quality
  • supporting the external and GIZ internal communication



The junior advisor performs the following tasks:


Coordination and monitoring

  • puts together an overview of project activities, deadlines etc. and presents this regularly at team meetings
  • supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
  • serves as the focal point for monitoring and evaluation within the project and ensures the quality of M&E tools
  • assists with recording and documenting the results of all activities
  • assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
  • supports internal and external PR work for the project
  • assists short-term experts assigned to projects in completing their tasks


Knowledge management

  • Works on reports and translations
  • Regularly updates and collects information, supports to communication
  • organizes and updates project documentation, the filing systems and the project library


Implementation of project activities

  • Support to general project activities in Kosovo (including the North), in close consultation with the GIZ project team and counterparts
  • organizes and implements capacity development measures and advisory services for stakeholders of youth employment promotion in Kosovo
  • supports project activities with a focus on vulnerable groups
  • Organization and coordination of activities like job fairs at the local level, consultation and preparation with local stakeholders
  • Assisting the process of monitoring of different active labour market integration schemes with MLSW/ EARK
  • Conducting interviews and surveys in line with the M&E concept of the project
  • Organization and preparation of Local Stakeholder Meetings (LSMs), including consultation processes with local actors, follow-up support
  • prepares and follows up with events including drafting of agendas, minutes of meetings, workshop proceedings
  • initiates and facilitates project activities under supervision of other team members
  • preparation of presentations and training manuals, technical briefs, and translations of project documents from/into Albanian, English
  • Preparing and accompanying short-term expert missions for the project (background research, data collection, scheduling meetings, interpreting)


General obligations

  • represents the interest of the GIZ-assisted measure and always acts on its behalf
  • carries out important tasks for the project even if these are not explicitly cited in the job description


Other duties/additional tasks

  • assists other experts, if necessary as translator
  • performs other duties and tasks at the request of management


Required qualifications, competences and experience



  • University degree in the field of Economics, Social Sciences or related discipline that is relevant to accomplish the tasks


Professional experience

  • Prior work experience with international organizations and public institutions in Kosovo


Other knowledge, additional competences

  • Familiarity with relevant stakeholders in the field of employment promotion in Kosovo
  • Excellent command of MS Office
  • Very good knowledge of English; knowledge in German is an added value
  • Good communication and presentation skills


Location: GIZ Office, Pristina.
